About HR

The Human Resources Department is responsible for:

  • Developing and executing strategies, policies and programs to recruit, assist, motivate, develop, promote, compensate, reward, and retain the best-qualified employees.
  • Supporting continued University growth and focus on cultivating a workforce that reflects the diversity of the region.
  • Identifying and providing students with meaningful, developmental on-campus employment opportunities.
  • Facilitating through training, assessment and coordination, a safe environment for all members of the University community and visitors to work, study, live and recreate.

Vision

The Human Resources Department will be the model for high quality, responsive, customer-focused service. Proactive, simplified processes will be developed and continually refined. The focus of effort by the Human Resources Department will be aimed at informing, enabling and fully supporting University leaders, supervisors and individual employees in order to establish, develop, and nurture cooperative ties which will facilitate the achievement of UNC Charlotte’s goals and objectives.

Departments

Administration

The Associate Vice Chancellor for Human Resources is responsible for administering institutional human resources policies and practices for staff and faculty, including:

  • staff employment
  • compensation and position management
  • employee relations and compliance
  • training
  • benefits administration
  • administration of the University’s affirmative action/equal opportunity program
Benefits

The Benefits Office provides administrative oversight of all employee benefit plan options and related on- and off-boarding and change activities for both faculty and staff (EHRA/SHRA). Additionally, this office consults with faculty and staff on retirement options, administration of the State Health Plan, NC Flex, Family and Medical Leave Act (FMLA), short and long-term disability coverage, prior State service verifications, leave accruals, longevity payments and other benefits processes.

Compensation and Position Management

The Compensation and Position Management Office analyzes and consults on all position classification, salary administration and performance management actions and/or projects. Office staff collaborates with division heads and departmental directors and supervisors on the appropriate position classifications and salary determinations based upon distribution of labor and relevant job factors. Additionally, this office serves as an advocate for the University in its interactions as principal liaison to the NC Office of State Personnel and UNC General Administration.

Employee Relations

The Employee Relations Office provides comprehensive services for both employees and managers/supervisors as regards the following policies and programs:

  • affirmative action
  • discipline
  • diversity
  • employee assistance (EAP)
  • equal employment opportunity
  • grievance
  • performance management
  • unemployment insurance
  • unlawful workplace harassment and/or violence

Office staff provides counseling assistance to employees with complaints, concerns, grievances, or other workplace issues while providing consultative advice/assistance to managers/supervisors with the development/issuance of appropriate communications as regards performance expectations and feedback, including disciplinary actions.

Learning and Organizational Development

The Learning and Development Office provides oversight of training and/or staff development programs to include performance enhancement and all in-house/online professional learning opportunities for EHRA and SHRA staff, SRHA management personnel, and faculty administrators. Additionally, this office provides consultative analysis of the University’s current training course offerings and future needs – proposing and providing all appropriate, and necessary, training and development options to meet ever-changing needs of UNC Charlotte’s growing workforce.

Records Management

The Records Management Office provides administrative management and maintenance of all data integrity associated with the Human Resources-Payroll database (Banner HR), as well as, all electronic and hard-copy payroll/personnel-related records (appointment forms, I-9 files, SHRA personnel records, etc.). Additionally, office staff coordinates all requests for reports generation from the various Human Resources Information Systems (HRIS) including: Banner HR, PMIS, and all other associated office systems.

Staff Employment

The Staff Employment Office provides all recruitment, selection documentation review, salary administration, hiring and on-boarding services for SHRA and EHRA non-faculty staff personnel, as well as, non-student and student temporary employees. The office provides applicant screening and referral for SHRA staff personnel. Additionally, this office provides all initial on-boarding services associated with the employment of faculty and EHRA non-faculty staff.

Temporary Employment

The Temporary Employment Office, under the direction of the Staff Employment unit, provides all recruitment, referral, appointment processing, on-boarding, and orientation services associated with the employment of temporary staff personnel, both non-student and student. Additionally, this office manages all recognition programs for student temporary employees.

Facilities Human Resources

In coordination with the University’s Central Human Resources Department, the Facilities Management Human Resources (FMHR) Unit oversees talent acquisition, new employee orientation, learning and development, performance management, employee recognition and time and attendance for Facilities Management. FMHR staff members also provide guidance in the areas of position management, HR policy and procedures, employee relations and leave administration.
